chore: update to XLTS for AngularJS 1.5.16

- update `engines` field to show that npm@6 is required
  - npm@7+ isn't compatible with our current resolution override configuration

fix(ionic): ios and android scripts not working

- use `ionic-v1` only for running the web version
- add `@ionic/cli` use it for all Cordova-related commands
- update `native-run`
- move `cordova` packages to `devDependencies`
