Consider some raw text validation for proposals #43
Description
Some changes to the swift-evolution site are to maintain consistency in how header fields are represented in raw text. (using '*' instead of '-' for a bulleted list:

It would probably make sense to incorporate this kind of validation into the CI validation check for proposals.
