Consider adding warning exceptions for early proposals

A handful of very early evolution proposals are missing review managers.

Instead of constantly reporting these with 'missing review manager' warnings, consider adding them as exceptions to the validation logic.

This would be especially important if missing review managers and authors become errors in the future, since all current proposals require both.
