This removes the SCF version of property list encoders/decoders in favor of the swift-foundation provided versions. This change depends on swiftlang/swift-foundation#558, and I'll update this PR to bump the commit hash in the package manifest once that PR is merged. With that swift-foundation change and this change, all tests pass on linux
