This PR enables library-evolution for modules in the test suite for which we generate a swiftinterface. While the compiler can emit swiftinterfaces for modules without library-evolution, they are not expected to be loadable. The change in swiftlang/swift#61765 would enforce this by raising an error on the import of a non-library-evolution enabled swiftinterface.
