On Windows 11 the download action can't completed

Platfrom: Windows 11 23H2 64bit
Issue：

• 1. When I used to click fresh button to refersh the wallpaper that work normally.
• 2. But When I click the button to set the wallpaper,the circle keeps running.
• 3. Final the setting won't sucesses.
