[Feature] Highest CRAP page

It would be nice if CodeCoverage produced a page with the highest CRAP-index methods from all classes.

Isn't that already available in the phpunit code coverage report (dashboard -> highest project risks) ?

I am not sure what Top Project Risks is, but it is not the highest CRAP methods. On my dashboard the top project risk is CRAP = 12, but I have methods well above that.

Just look at the code (https://github.com/sebastianbergmann/php-code-coverage/blob/1.0/PHP/CodeCoverage/Report/HTML.php#L389): the Top Project Risks are all methods with less than 100% coverage, sorted by descending CRAP.

...but then you sort them and slice them and reverse them and I think you end up with the wrong ones. See #49.
