This will turn :py:func: directives to links to the corresponding API reference.

Example:

https://deploy-preview-2038--pytorch-tutorials-preview.netlify.app/beginner/audio_io_tutorial.html

torchaudio APIs are now linked to torchaudio documentation.

This will turn `:py:func:` directives to links to the corresponding API reference.
