As noticed in pypa/packaging.python.org#305 (comment), Python's sidebar.js is actually slightly different from the upstream Sphinx one. This restores the custom one that was in the CPython tree.
@ncoghlan, since this is a simple restoration of a previously existing file, I'm gonna go ahead and merge, but holler if you have any concerns.
