Provide more precise ways to specify rights and licenses #537
Description
We're currently using the rights field for multiple purposes (e.g. both to explain accessLevel and to explain redactions), which conflates multiple concepts and also makes it difficult to say in 255 characters (as described in #490).
As a related issue the license field needs to be more granular, to identify the license of the distribution (as required to follow DCAT properly) and to specify if there are possibly mixed licenses in a collection.
