deps: add openssl update script (WIP)

This is a work in progress and an attempt to add scripts for some
of the tasks required for updating OpenSSL.

Example usage:

$ ./scripts/update.sh 1.0.2o

Checklist

• make -j4 test (UNIX), or vcbuild test (Windows) passes
• documentation is changed or added
• commit message follows commit guidelines

I just noticed #19794 and the whole process looks much simpler with 1.1.0 so it looks like this is outdated already. But perhaps parts could be reused for upgrading 1.1.x and later version. I'll take a look at this one that PR has landed.
