This change updates the SQLMetadata interface to accept readonly arrays for `commentLines`. The field isn't mutated, so this relaxes typing without affecting behavior.

commentLines. The field isn't mutated, so this relaxes typing without affecting behavior. (works nicer with Effect's structs in VS Code)
