1. Resolve No validate number when create Website, Store View #24293: No validate number when create Website, Store View

Solution: Add 'class' => 'validate-number validate-zero-or-greater' to app/code/Magento/Backend/Block/System/Store/Edit/Form/Website.php and app/code/Magento/Backend/Block/System/Store/Edit/Form/Store.php

Fixed Issues (if relevant)

1. No validate number when create Website, Store View #24293: No validate number when create Website, Store View

Manual testing scenarios (*)

1. Go to backend
2. Stores->All Stores
3. Create Store View or Website
4. In form, fill "one" in sort order
5. Save

Expected result

1. Can not save because it is not a number
