Description

There are broken links in the MFTF guide.

Steps to reproduce

1. Open the devdocs/rakelib/proofer.rb file.
2. Delete mftf from the url_ignore and file_ignore arrays.
3. Build the site.
4. Run `rake test:cicd and observe the following errors:

- internally linking to test#after-tag, which does not exist
        *  _site/mftf/2.3/reporting.html (line 2269)
            <a href="test#after-tag"></a>
    - trying to find hash of test#after-tag, but /Users/jeffmatthews/git/devdocs/_site/mftf/2.3/test/index.html does not exist
        *  _site/mftf/2.3/reporting.html (line 2269)
            <a href="test#after-tag"></a>
