windows: lldb-dap doesnt start, is missing python310.dll

I used the official build: 'LLVM-18.1.1-win64.exe

lldb-dap.exe is requiring and not shipping with python310.dll.
(on that note, packaging the lldb-dap.vsix and offering a download would be great)

I still have this issue in 20.1.7.
