The ordering has enough "gotcha"s that I figure it should be written down. I haven't done it in exactly this order to confirm it avoids the duplicate build issues but I'll confirm next time.
The 2.1.0 release won't have an explicit docs version tag because ReadTheDocs broke our build and I don't want to retroactively move the tag for a released version.
