Amending README.md to provide consistent commands for the publishing changes steps.

Note that this file will be revised soon to provide instructions more consistent with a PR publishing workflow (currently, the commands are more for an individual maintainer).

@connorjbracy I just found this. Should it be merged or the other merge makes it not needed?

@sbillinge, yeah, this can be merged. It's a pretty minor fix to the README that just makes it clear(er) what branch the various publishing steps should be done in (since there are two primary branches, the default source and the publish master). It does make the commands more readable, but also contains a necessary fix to one of the commands.
