Update WorkSpaceSettingsPage to use DynamicParameters

The goal is to add an experimental WorkSpaceSettingsPage to add all the functionality needed to enable with dynamic parameters.

• swap the RichParameterInput component with the DynamicParameters component.
• Make this change only for the dynamic-parameters experiment
• Retrieve parameters from dynamic params websocket, API.templateVersionDynamicParameters
• Add opt-in/opt-out button
