Pass over and show issue comments in Coder Tasks if they are started from GitHub

Issue comments are often quite important when the work on an issue starts. They may hold information about prior attempts and or/ways to circumvent the problems.

It is unclear if the issue comments are currently taken into account in the trAIage flows. And they do not seem to be displayed in the task logs at least.

Please make sure the comments are taken into account and also if possible listed in the original prompt when the task is started.

Most likely the issue is related to how the gh CLI command is being used. It looks like comments don't end up in the output when stdout is a pipe.
