Unable to download CLI because downloads are disabled

Bug Description
VS Code extension fails to connect to workspace with error "Unable to download CLI because downloads are disabled" in Coder v2.21.0, but works fine in v2.16.1.

Steps to Reproduce

1. Install Coder v2.21.0+9b6067c
2. Open VS Code with Coder extension
3. Try to connect to a workspace
4. Error appears: "Failed to open workspace - Unable to download CLI because downloads are disabled"

Expected Behavior
VS Code extension should automatically download CLI and connect to workspace (as it does in v2.16.1)

Environment

• Coder Version: v2.21.0+9b6067c (fails) vs v2.16.1+379ced6 (works)

Configuration

• No server configuration changes between versions
• Same VS Code extension version
• Same network environment

Questions

1. Was a new security feature introduced in v2.21.0 that prevents CLI downloads?
2. Is there a server configuration option to re-enable automatic CLI downloads?

I thought that if i enable this check marks then, coder extension will get updated automatically whenever new version.
