chore(repo): Adjust renovate config

Description

The previous rangeStrategy setting of auto didn't work always, e.g. in #4069 the packages for eslint-config-custom were only changed in the lock file and then on main they get reset because the package.json is not up-to-date. This changes it to always bump.

I'm also adding the missing packages since we should update things like typescript everywhere. One can close the PRs for the WIP packages individually.
