Maintenance: add tests to handle delimited protobufs

Summary

In some cases, Protobuf payloads are encoded and padded with some additional bytes. We should add tests to verify that we can handle these payloads.

Why is this needed?

So that we can ensure that the protobuf delimited payloads can be decoded by the utility.
