Build qdl so that additional drivers are not required on Windows #3
Description
Bumping the commit reference in the build workflow (#1) was not enough since the build fails on Windows. The tools used to build the commit on the original qdl repository slightly changed (check the diff), so it is possible that we have to mirror those changes in order to make the build work. We should investigate if https://github.com/arduino/crossbuild should be updated as well.
