This PR fixes the bug where
ParallelNeeds["QuantumUtils"]would spew out a whole bunch of errors becauseLoadUsagescouldn't find the documentation notebooks via relative path. This is fixed by not assigning usage messages from the doc notebooks on parallel kernels, which has the intended side affect of speeding up import for parallel kernels.
