Inconsistent Time Zone in Map View

Describe the Bug:
When highlighting a recorded route, the start and end times are displayed in UTC rather than my local time zone. However, when filtering times using the controls above the map, the filters correctly display times in my local time zone.

Steps to Reproduce:

1. Navigate to the '/map/' page.
2. Enter values for 'Start at' and 'End at' fields for which you have collected data and click 'Search.'
3. Hover over a route on the updated map to view the start/end time difference.

Expected Behavior:
The start and end times displayed when highlighting a route should match my local time zone, not UTC.

Additional Information
I've populated my 'TIME_ZONE' environmental value in both 'dawarich_app' & dawarich_sidekiq.
