Trigger layer version update in documentation

What does this PR do?

Adds Gitlab job to release pipelines to trigger DataDog/serverless-ci pipeline which will generate a PR for updating the layer version in public documentation. Then, serverless ONE will review and merge this PR.

Keeps public facing documentation up-to-date.

I tested by modifying the needs section to be triggered by integration tests instead of by the publish prod jobs; this did trigger the following serverless-ci pipeline:https://gitlab.ddbuild.io/DataDog/serverless-ci/-/pipelines/88595812. On the next release, we will have to double check that the serverless-ci pipeline is triggered as expected.
