Can't restore in version v2.1.14

Describe the bug
Can't restore as file .zip after backup.

To Reproduce
Steps to reproduce the behavior:

1. Click on 'Backup' menu => 'Backup'
2. In "System Restore" upload file .zip already backup and fill "Security Token"
3. Click button "Start Restore"
   Show "not found"

Expected behavior
Restore completed successfully

Version: 2.1.12 still success

Fixed in a95b2d7, you can upgrade to the dev version to test.
