add option in experiments (turned off by default) which adds use_cache=1 to handlers:

/viewer/nodes
/storage/groups
/viewer/cluster

(if it's easier to add to every handler - it's okay).

it triggers usage of local cache for some of the heavies requests on the backend

adameat added the 🏎️ area/performance label
