Add a way to set the shadow-dom mode

Actually the shadow-dom mode is default "open" would be useful being able to set it to "close" if needed

I've taken a punch at resolving this! I've also put in a PR for the vue-cli, so that you can use it via that if you aren't referencing this library directly
