I have run out of my free Codespaces core hours and have uncommitted, unsaved changes in one of my codespaces.

I have already submitted a support ticket, but I am posting here for visibility as this is a data recovery issue.

The Codespace is completely blocked from starting due to the billing issue (HTTP 402), which prevents all self-service recovery attempts (GUI Export and CLI gh codespace cp).
