Is the MacOS-13 runner still being deprecated, and if yes, is there a way to continue using non-arm MacOS without using the -large runners?

@gamer191 the GitHub Changelog from July 11, 2025, macos-13 is planned for deprecation starting in September. While it hasn’t been announced in this repo yet but blog post appears to be the official source.

As for continuing with non-ARM macOS runners using macos-13 should still work for now but it’s likely to be phased out entirely later this year. There has not been an alternative announced yet for Intel based runners beyond the large and xlarge options.
