To replicate, with a screen reader enabled:

1. Open a pull request
2. Press the "Edit pull request title" button.

Expected behavior: The edit box gets focus and you can edit the PR title.

Obtained behavior: The page loads, screen reader focus is placed at the top an you have to make your way through the page to find the related edit box.
