GitHub prioritizes languages based on the spoken languages used by the visitors to the github.com website, as indicated by their browser preferences. The main github.com service is provided in English, however documentation has been available in Simplified Chinese, Japanese, Spanish, and Brazilian Portuguese for some time. Recently we started adding support for Korean, French, German, and Russian.
