Not sure if this is intentional behavior, but the last two elements in the GH webpage footer -- "Manage cookies" and "Do not share my personal information" both bring up the same window, "Manage cookie preferences".

Have searched discussions but not found one about this.

Issue still there 4 months later. I don't know if it's a duplicate button or a wrong popup triggered, but it is weird.
