Bump Go version and other dependencies #68

To ensure the plugin is unto date with k8s releases, the following upgrades need to be done:
- Bump go to 1.17
- Kubebuilder to 3.3.0
- K8s deps to 1.23
Describe the solution you'd like.
Bump the dependencies in go.mod and ensure that nothing breaks.
