Describe the bug (*)

The plugin inspection does not work correctly when you try to disable it.

It may be that we want to disable the plugin at the place of its development, for example, to temporarily test the functionality without working plugin.
Then the error should not be displayed as such functionality works correctly

To Reproduce (*)

Steps to reproduce the behavior:

  1. Сreate a plugin
  2. Try to disable it

Expected behavior (*)

warning is not shown
