1. Is this request related to a challenge you're experiencing? Tell me about your story.

In an offline environment, even if we import a local plug-in from the interface, the plugin_daemon container will still go online to download the dependency package, causing the plug-in installation to fail. Is there any good way to solve this problem? Looking forward to your reply🙏
