Move QM31 logic to `types-rs` repo

Move [this logic](https://github.com/lambdaclass/cairo-vm/blob/f9780bcb32fa448f78da4bc91c4f48badd06a9a0/vm/src/math_utils/mod.rs#L83-L287) to `types-rs` to centralize type definitions, separate type definitions from VM logic and keep VM API smaller.
