Icons are not displayed on lines in vector projects

To reproduce this issue, configure the CAHighways vector resource and project as described in the tutorial (lessons 2 and 3 under basic tasks). Add it to a database and publish it to a GEE server. Load the database either in a browser (using the google earth plugin) or in the enterprise client. Zoom in until roads start appearing. The major highways will appear blue, but they will not have the shield icon, even though they were configured to display with the icon.
