PR builds are all from #122907, while building up entitlements enabling.
Issue making them fail solved by #123212, but I'll double check before closing

The periodic one is unrelated to the others:

Caused by:
        java.lang.RuntimeException: Execution of elasticsearch-keystore failed with exit code 1
            at org.elasticsearch.test.cluster.local.AbstractLocalClusterFactory$Node.runToolScript(AbstractLocalClusterFactory.java:934)
