Move CID GC into CID controller (operator ID management)

The first version of operator ID management will use the legacy Cilium Identity GC.

The plan is to move it to the new CID controller, to utilize the information that CID controller already has, like which CIDs are used and not, instead of periodically querying and calculating that information.
