Boards / Library Manager icons should be always visible in the sidebar

Currently the menu entries Tools > Boards Manager and Sketch > Manage Libraries open the respective view if it is not visible yet. But in case it is already visible, the view is closed again, including its sidebar icon. I have noticed that many users are confused by this behavior.

We should make sure that the sidebar icons are always visible.

• Boards and Library Manager should be open from the first start of the app, but the sidebar should be initially collapsed.
• Selecting the menu entries should not close the views if they're already visible. We could consider collapsing the sidebar instead, so the icons would still be visible. This might even be changed generally in Theia.
• We should add a rank attribute to make sure the Boards and Library Manager views always appear in the same order in the sidebar.
