I forgot to include the link in the original post. So, I added as follow up comment.

The main instruction https://github.com/ROCm/tensorflow-upstream/blob/develop-upstream/rocm_docs/tensorflow-build-from-source.md is outdated and refers to olde ROCm/TF release. I was investigating build issues #2142 (comment) and was looking to figure out how to setup build environment from scratch.

So, I need to try and install it on Ubuntu 18.04 system first and figure out where the issue is coming from right?
