Describe the feature you'd like to see

With this feature #1625 of distributing the plastic waste across all bus regions according to population, the plastic and municipal waste can be added as an extra config.
This would allow to model waste streams without the industry and/or biomass sector.

config could look something like this:

waste:
   hvc: true
   municipal: true

which would add stores with the waste potential to each bus region and (CHP) power plants as well as non energetic incineration of the waste.

In the process also #1310 should be addressed.
