Describe the bug

When adding a visit manually the time changes from what I have entered.

To Reproduce
Steps to reproduce the behavior:

1. Navigate to /map
2. Turn on points and confirm the time bounds for the visit to add
3. Turn off Points, Routes, Heatmap*
   • NB: Cannot select visits on the map if these map layers are on.
4. Hit + to add a visit
5. Click on the map at the correct location
6. Fill in a name and the desired times, save the visit
7. Open the details of the newly created visit
8. See error:
   • Expected: same times I just entered.
   • Actually time adjusted by 4 hours from what I entered.

Additional context
This happens on the current day and previous days data, and regardless of the location time zone vs server time zone. Suggested Visits are not affected.
